Message from the Director
We believe it is critical for all students to acquire academic English, be able to speak at a proficient level and meet rigorous state standards. If students can not understand the language, they will not be able to learn the language. Nearly every district faces the challenge of helping English Learners become proficient in the English language while also providing them with a high-quality education. In each of these programs, some of our Title 1 and Migrant Ed students are identified which can sometimes be even more challenging.
Our charge and our mission are to Close The Achievement Gap. At its core, it is about doing what is right, not what is easy. Although the challenge of educating all students to high standards is overwhelming, the means for facing that challenge are within our reach … if we have the will, and if we maintain a firm resolve. Making our schools work for all students, regardless of their background, condition, or circumstances, is imperative for Evergreen School District. This depends on well-educated citizens. Strong schools, where all students learn at high levels, remain the best investment for producing well-educated citizens. The task is daunting.
The Categorical Department stands firm on these beliefs and will continue to move forward. Meaningful curriculum aligned with state standards and assessments is very critical. Effective curriculum incorporates higher order thinking and is grounded in sound theory and best practices. Also, providing a structure for parents to have opportunities for professional growth allows parents to become empowered and knowledgeable in order to support their child’s learning. All of our students will be motivated to graduate with the cognitive skills and experiences necessary to succeed in post graduate education and in life.

Program Descriptions
The Evergreen School District(ESD) Migrant Ed Program(MEP) supports high quality education programs for migratory children and helps ensure that migratory children who move among the states are not penalized in any manner by disparities among states in curriculum, graduation requirements, or state academic content and student academic achievement standards. Our program also ensures that migratory children not only are provided with appropriate education services (including supportive services) that address their special needs but also that such children receive full and appropriate opportunities to meet the same challenging state academic content and student academic achievement standards that all children are expected to meet. The program funds are used to identify eligible children and provide education and support services. These services include: academic instruction, remedial instruction, career education services, special guidance, counseling and testing services, health services, and preschool services.

There are three purposes for the CELDT. #1. Identify students who are limited English proficient. #2. Determine the level of English language proficiency(ELP) who are limited English proficient. #3. Assess the progress of limited English proficient students in acquiring the skills of listening, speaking, reading and writing in English. Students have to take the CELDT until they are reclassified.

The purpose of CBET is for our district to provide free adult English language instruction to parents or other members of the community who pledge to provide personal English language tutoring to English learners. Any school in our district can implement an adult tutorial program if they recruit at least ten participants. Highly qualified teachers from our district are instructors in the program.

The purpose of Title I is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments. The Evergreen School District program includes high quality professional development for administrators and teachers, intervention and instructional materials for students as well as opportunities for parents to be involved in their child’s education.

The English Language Learner Program is based on the California Department of Education’s English Language Development Standards. These standards are used to measure educational progress of Evergreen’s English Language Learners (ELL) and to implement research based instructional strategies to help the students reach their highest level of academic potential, performance and success. The goals of the Evergreen School District English Language Development (ELD) program are for each English Language Learner (ELL) to benefit from the full district curriculum and to ensure access to academic language. The Evergreen School District ELD Program advocates taking students through a balanced program. The ELD program is taught appropriately in a natural and meaningful setting calling upon the integration of many aspects of the child’s world. ELLs will receive a program that will develop a rich and varied language foundation and provide proficiency in English as rapidly and as effectively as possible. The program also includes professional growth for teachers, parents and many opportunities for families to learn together. Please review the English Language Learner Master Plan.
